occur in Port of Deputy Shipping Master. Regste approval to appoint w. R. Hillyer.
The Governor proposes to appoint to the
post of Deputy Shipping Master an officer whose
confidential reports are extremely satisfactory
but who does not possess a Master Mariner's
Certificate. The China Coast Officers Guild have
submitted that the holder of this post should have
had experience in the Merchant Service and should
hold this certificate of competency.
There appears to be some force in the
Guild's view, but I am unaware of the qualifications
normally required for a post of this kind and I
suggest that in the first place we should send the
duplicate of the despatch and enclosures to the
Board of Trade and ask, with reference to para. 4
of the despatch, whether it is correct to say that
posts of this nature are not usually filled by
possessors of a Master Mariner's Certificate.
